Abstract
ABSTRAK Menurut data dari Badan Pusat Statistik Kelapa Sawit di Indonesia, kontribusi subsektor perkebunan tahun 2018 yaitu sebesar 3,30 persen terhadap total PDB dan 25,75 persen terhadap sektor Pertanian, Kehutanan, dan Perikanan atau urutan pertama pada sektor tersebut adalah perkebunan kelapa sawit. Kelapa sawit merupakan salah satu komoditas hasil perkebunan yang mempunyai peran penting dalam kegiatan perekonomian di Indonesia karena menghasilkan minyak nabati yang banyak dibutuhkan oleh sektor industri. Responsible Supply Chain merupakan pertanian berkelanjutan yang bertanggung jawab. Telah menjadi isu penting dalam rantai pasokan pertanian dengan mengembangkan konsep pertanian berkelanjutan, yang terdapat 3 faktor dimensi yaitu ekonomi, sosial dan lingkungan, untuk membantu keberlansungan hidup para karyawannya dan masyarakat sekitar. Oleh karena itu penelitian ini memiliki tujuan untuk mengetahui hambatan dalam penerapan responsible supply chain di perkebunan yang masih sulit diimplementasikan dan memberikan usulan perbaikan. Data primer yang telah dikumpulkan dengan observasi dan wawancara kepada pihak penting yang terlibat didalamnya seperti, KTU, Asisten Lapangan, Maskep PMKS, Mandor Lapangan di PT. PERKEBUNAN SUMATERA UTARA UNIT TANJUNG KASAU, DESA DEWI SRI. Dengan menggunakan metode pendekatan kualitatif dan metode study case. Dari hasil penelitian yang didapatkan bahwa hambatan dalam penerapan responsible supply chain terdapat 3 faktor yang mempengaruhi implementasi yaitu faktor ekternal, faktor kemampuan berorganisasi, dan faktor kolaborasi rantai pasok. Dengan usulan perbaikan implementasi rantai pasok bertanggung jawab ini memiliki 3 faktor pengambilan keputusan yaitu keputusan stategis, keputusan taktik dan operasional. Dengan dilakukan hubungan kerja sama antar manufaktur, supplier dan pemasok lainnya, agar pelaksanaan responsible ini tidak bergantungan pada reveneu perusahaan. Palm oil is a commodity which is one of the plantation commodities that plays an important role in the economy in Indonesia because it produces vegetable oil which is much needed by the industrial sector. Responsible Supply Chain is responsible sustainable agriculture. It has become an important issue in the agricultural supply chain by developing the concept of sustainable agriculture, which includes 3 dimensional factors, namely economic, social and environmental, to help the survival of its employees and the surrounding community.Therefore, this study aims to overcome obstacles in implementing responsible supply chains in plantations that are still difficult to implement and provide improvements. Primary data collected by observation and interviews with important parties involved in it such as, KTU, Field Assistants, Head of PMKS, Field Foremen at PT. NORTH SUMATERA PLANTATION UNIT TANJUNG KASAU, DESA DEWI SRI. By using a qualitative approach and case study methods. From the research results, it was found that the obstacles in implementing a responsible supply chain were 3 factors that influenced implementation, namely external factors, organizational ability factors, and supply chain collaboration factors. With the implementation of supply chain improvement, this responsibility has 3 decision-making factors, namely strategic decisions, tactical decisions and operational decisions. By establishing a cooperative relationship between manufacturers, suppliers and other suppliers, this responsible implementation does not depend on the company's reveneu.Keywords: Statistical data on palm oil, responsible supply chain, agriculture, implementation process.
