Abstract

ABSTRAK Dalam upaya mendukung kelancaran transportasi kereta api mulai tahun 2021 di Daerah Operasi 3 Cirebon mulai dikembangkan pola operasi angkutan barang pada stasiun yang mempunyai potensi untuk aktivitas kereta barang. Salah satu kegiatan angkutan barang terbesar di Stasiun Arjawinangun ini adalah angkutan semen. PT Kereta Api Indonesia DAOP 3 Cirebon bekerja sama dengan PT Indocement Tunggal Prakarsa dalam pendistribusian angkutan barang semen. Permasalahan yang terjadi saat ini yaitu apakah fasilitas yang ada di stasiun sudah memadai untuk aktivitas kereta barang. Tujuan penelitian ini untuk mengetahui kinerja operasi sebelum dan sesudah dikembangkan di Stasiun Arjawinangun. Kinerja operasi perkeretaapian yang dievaluasi adalah ketepatan keberangkatan KA barang dan utilitas gudang. Hasil analisis kinerja operasi pada ketepatan waktu keberangkatan sebelum dikembangkan pada bulan Desember 2020 adalah 102% dan bulan Januari 2021 sebesar 101% yang berlaku pada GAPEKA 2019. Sedangkan ketepatan waktu keberangkatan sesudah dikembangkan pada bulan Februari 2021 adalah 101% yang berlaku pada GAPEKA 2021. Kinerja operasi pada ketepatan keberangkatan KA barang tidak mengalami peningkatan. Hasil analisis kinerja operasi pada utilitas gudang sebelum dikembangkan adalah 70,30%. Sedangkan utilitas gudang setelah dikembangkan adalah 62,97%. Kinerja operasi pada utilitas gudang mengalami penurunan sebanyak 7,33% dikarenakan pemanfaatan ruang gudang kurang maksimal dan efektif. Dengan menghitung pengukuran kinerja operasi angkutan barang yang dilakukan secara rinci, maka evaluasi selanjutnya agar ketepatan waktu keberangkatan KA barang lebih meningkat dan utilitas gudang digunakan lebih maksimal. ABSTRACT In an effort to support the smooth running of rail transportation starting in 2021, the Cirebon Operational Area 3 has begun to develop a freight transportation operation pattern at stations that have the potential for freight train activities. One of the biggest goods transportation activities at Arjawinangun Station is cement transportation. PT Kereta Api Indonesia DAOP 3 Cirebon cooperates with PT Indocement Tunggal Prakarsa in the distribution of cement goods transportation. The problem that occurs at this time is whether the existing facilities at the station are adequate for freight train activities. The purpose of this study was to determine the operating performance before and after being developed at Arjawinangun Station. The evaluated performance of railway operations is the accuracy of the departure of goods trains and warehouse utilities. The results of the analysis of operating performance on the punctuality of departure before being developed in December 2020 is 102% and in January 2021 of 101% which applies to GAPEKA 2019. While the punctuality of departure after being developed in February 2021 is 101% which applies to GAPEKA 2021. Performance operations on the accuracy of the departure of freight trains did not increase. The results of the analysis of the operating performance of the warehouse utility before it was developed were 70.30%. While the utility of the warehouse after it was developed was 62.97%. Operational performance in warehouse utilities decreased by 7.33% due to less than optimal and effective utilization of warehouse space. By calculating the measurement of the performance of freight transport operations carried out in detail, the next evaluation is so that the punctuality of the departure of freight trains is increased and the warehouse utility is used more optimally.
