Abstract

ABSTRAK PT. Eltran merupakan salah satu perusahaan yang bergerak di bidang Navigasi Udara yaitu sebagai kontraktor penyedia barang/jasa meliputi peralatan bantu navigasi, fasilitas keamanan bandara, radar navigasi & cuaca, simulator untuk pendidikan dan pelatihan, serta bisnis lainnya. Dalam kondisi ini dibutuhkan pengelolaan operasional pengadaan yang baik di mana bagian pengadaan merupakan salah satu kekuatan utama perusahaan yaitu sebagai profit center karena dianggap bisa memberikan kontribusi yang cukup dengan terlibat langsung dalam rangkaian proses bisnis. Namun pada kenyataaannya, bagian pengadaan saat ini sedang mengalami penurunan kinerja akibat kemungkinan adanya peristiwa atau kejadian berisiko dalam kegiatan operasional yang menghambat rencana dan aktivitas bisnis. Salah satunya adalah ditandai dengan adanya surat peringatan dari pelanggan akibat tidak tepatnya progress pelaksanaan proyek sesuai perjanjian akibat dari keterlambatan kedatangan barang di lapangan. Dari permasalahan tersebut dicari apa penyebabnya, indikasi risiko akan terjadinya, dan solusi pemecahan dari permasalahan tersebut. Dalam penelitian ini, metode yang digunakan untuk mengetahui risiko, tingkatan risiko dan penanganan risiko menggunakan metode Failure Mode and Effect (FMEA), pembuatan diagram pareto dengan aturan 80-20 (Dale H. Besterfield) atau dikenal hukum 80:20 dan hasil mode dan effect dibuat kuisioner yang bertujuan untuk memberikan penilaian terhadap setiap jenis risiko. Dari hasil FMEA dan diagram pareto diketahui bahwa terdapat enam nilai risiko kritis yang diperlukan penanganan yaitu gagal koneksi internet, mati listrik, overload pekerjaan, Ketidaksesuaian dengan bagian projek – overbudget, ketidaksesuaian dengan keuangan – overbudget, kesalahan dalam mengkaji atau meninjau kembali penawaran dari supplier, dan kehilangan inventaris kantor - tidak ada serah terima barang. Eltran is one of the companies engaged in the field of Air Navigation, which is a supplier contractor/ service provider such as navigation aids equipment, airport security facilities, radar navigation & weather, simulators for education and training, and other businesses. In this condition, a good procurement operational management is needed where the procurement department is one of the main strengths of the company, namely as a profit center because it is considered to be able to contribute sufficiently by being directly involved in a series of business processes. But in fact, the procurement department is currently experiencing a decline in performance due to the possibility of events or risky events in operational activities that hamper business plans and activities. One of them is marked by a warning letter from the customer due to improper progress of project implementation according to the agreement due to the delay in the arrival of goods in the field. From these problems, we look for the causes, indications of risk, and solutions to solve the problems. In this study, the method used to determine risk, risk level and risk management uses the Failure Mode and Effect (FMEA) method, making a pareto diagram with the 80-20 rule (Dale H. Besterfield) or known as the 80:20 law and the results of the mode and effect created a questionnaire that aims to provide an assessment of each type of risk. From the results of the FMEA and pareto diagrams it is known that there are six critical risk values needed for handling namely internet connection failure, power outage, job overload, incompatibility with the project part - overbudget, financial non-compliance - overbudget, errors in reviewing or reviewing offers from suppliers, and lost office inventory - no handover of goods.
