Abstract

ABSTRACT Traffic density that occurs on the Lingkar Timur Road, Jambi Province, especially at peak hours in the afternoon. One of them is caused by the number of heavy vehicles that begin to carry out activities of shipping goods. From the results of the preliminary survey, the average speed that occurs at this time ranges from 30-40 km/ hour. This is a problem because the speed is not in accordance with the primary arterial road service standard that is equal to> 60 km / hour. Based on these problems, the researcher aims to analyze road performance based on the Indonesian Highway Capacity Manual (IHCM) 1997 as part of an effort to improve the role and function of land transportation infrastructure services on the Lingkar Timur Road. Based on the results of the study, from the analysis of road performance based on traffic volume and capacity of the Lingkar Timur Road has Volume Capacity Ratio (VCR) performance level of 1.58-1.74 with level of service is F. Meanwhile, from the analysis of road performance based on speed of the Lingkar Timur Road has a speed of 43.6 km/hour with level of service is E. After analyzing the performance of the road network based on traffic volume and speed, the Lingkar Timur Road is declared to be dominated by heavy vehicles so that it has a forced or stalled current, low speed, volume under capacity, long queues and obstacles occur with a large volume of traffic approaching road capacity.
